The event aimed to bridge the gap between young people, workers, policymakers and technical experts in shaping a cleaner, safer and more inclusive future for urban transport.

The summit was attended by diplomats, including European Union Ambassador Michael Miller, alongside representatives from the Embassy of Sweden, government agencies, international organizations and civil society organizations.

The event took place at a critical time as Bangladesh advances implementation of its updated Nationally Determined Contribution (NDC 3.0) and prepares for COP31. Speakers noted that Bangladesh’s climate plan includes a dedicated chapter on a just transition, while the country’s NDC 3.0 targets a 21.77 percent reduction in transport-sector emissions by 2035 through electrification, modal shifts and infrastructure improvements.

Addressing the summit as chief guest, Safiullah said Bangladesh is at a critical crossroads as rapid urbanization, rising traffic congestion, deteriorating air quality and unequal access to transport continue to challenge sustainable development.

Reflecting on the challenges of conventional transport systems, he highlighted the need to accelerate the transition towards cleaner mobility solutions while ensuring social protection for affected communities.

Highlighting the progress of green mobility, Safiullah said millions of electric three-wheelers are already operating across Bangladesh. However, he stressed that the transition must be supported by clean energy generation, stronger charging infrastructure and environmentally safe battery management systems.

“ A transition is only truly green if it is both safe and clean,” he said, warning that unsafe battery recycling continues to create serious environmental and public health risks.

Speakers linked transport reform directly with public health, noting that air pollution has become one of Bangladesh’s most urgent urban challenges, affecting children, workers and vulnerable communities.

“For the Ministry of Environment, Forest and Climate Change, sustainable urban mobility is beyond a transport issue. It is also about public health, equity and social justice,” Safiullah said.

“When a low-income worker, a woman, or a person with disability cannot access safe and affordable transport, they are denied opportunity and dignity.”

He stressed that an equitable transition must include reskilling opportunities for transport workers, recognition of informal operators and improved access to safe and affordable mobility services for all citizens. Youth engagement and collaboration across society, he added, will be essential for implementing NDC 3.0 and advancing Bangladesh’s climate ambitions ahead of COP31.

Opening the summit, Dr. Felix Gerdes, Resident Representative of FES Bangladesh, emphasized the importance of inclusive dialogue and multi-stakeholder cooperation in addressing growing urban mobility and environmental challenges.

Setting the context for the summit, Sohanur Rahman, Executive Coordinator of YouthNet Global, stressed the need to place young people at the centre of climate and transport governance.

“Young people must be meaningfully involved in shaping transport policies if Bangladesh is to achieve a just and sustainable transition,” he said.

Delivering the keynote presentation, Dr. Md Hafizur Rahman highlighted the role of youth leadership in building a low-carbon, equitable and climate-resilient transport system. He emphasized that sustainable mobility and climate resilience must advance together to ensure inclusive urban development.

A panel discussion titled “Urban Resilience, Governance and Green Infrastructure” was moderated by Farah Anzum, Bangladesh Lead of the Global Strategic Communication Council (GSCC).

The panel featured Nayoka Martinez-Bäckström, First Secretary and Deputy Head of Development Cooperation, Embassy of Sweden; Dr. Ahmad Kamruzzaman Majumder, Professor of Environmental Science at Stamford University Bangladesh; Farzana Faruk Jhumu, Member of the UN Secretary-General’s Youth Advisory Group on Climate Change; and trade union representatives.

Speakers discussed air pollution, public transport reform, green infrastructure, labour rights, climate resilience and the need to ensure that transport workers and vulnerable communities are protected during the transition towards cleaner mobility.

The summit featured a range of interactive and participatory activities designed to move discussions beyond dialogue and towards action. Participants visited exhibition stalls showcasing youth-led green transport innovations alongside cultural exhibits representing Bangladesh’s eight divisions, highlighting local perspectives on sustainability, mobility and climate resilience.

A Green City Lab, facilitated by Amir Hamza Xihad, founder of MakaTeam, engaged participants through a gamified learning session where young people explored innovative solutions for sustainable transportation and greener cities.

The summit also hosted a Youth Policy Lab facilitated by Aruba Faruque, Deputy Executive Coordinator of YouthNet Global, where youth leaders, transport workers and stakeholders jointly co-created policy recommendations on sustainable urban mobility, workers’ rights and climate justice. These recommendations were presented during the summit’s concluding session.

Throughout the summit, youth participants played a leading role in discussions, innovation exercises and policy formulation processes. Participants identified practical pathways for advancing cleaner transport systems, protecting workers’ livelihoods and strengthening youth participation in transport governance and climate policymaking.

Participants noted that Bangladesh’s urban transport sector continues to face major challenges, including severe traffic congestion, hazardous air pollution, fossil fuel dependence, weak enforcement of vehicle standards and fragmented governance.

They warned that transport decarbonization could deepen existing inequalities if the concerns of informal transport workers, low-income commuters, women, persons with disabilities and marginalized communities are overlooked.

Concluding the summit, participants adopted youth-led policy recommendations calling for cleaner public transport, stronger labour protections, expanded green jobs, improved air quality, inclusive mobility systems and greater youth participation in decision-making as Bangladesh moves towards a low-carbon, climate-resilient and equitable future.

The organizers said the youth-led recommendations will contribute to ongoing national conversations on sustainable mobility, climate justice and inclusive implementation of NDC 3.0 as Bangladesh prepares for COP31.

Desk Report: Bangladesh’s shift towards greener transport systems must ensure protection for workers, vulnerable communities and informal operators so that no one is left behind, Additional Secretary (Climate Change Wing) of the Ministry of Environment, Forest and Climate Change Mohammad Navid Safiullah said on Tuesday.
